SEQUENCE OF EVENTS

1. The program will begin at 8:00 am MDT on Wednesday, August 7th, with player introductions and a brief overview of exercise specifics, ground rules, objectives, etc.

2. The exercise will commence at approximately 8:30 am MDT, with introduction of the scenario.

3. The exercise will originate in a facilitated, discussion-type format as HFSM Frontier-Wahsatch District personnel address plans to secure the source of the discharge, while simultaneously making the proper notifications to company managers, Artesia Pipeline Control Center, Oil Spill Removal Organizations (OSROs), local emergency responders, etc.

4. The exercise will continue in an orchestrated manner through the “Initial Response Phase” of the Operational Period Planning Cycle (Planning “P”), encompassing such topics as incident size-up, resource mobilization, site security and control, community/environmental protection, safety and health, spill containment and recovery, waste management, communications, etc.

5. Initial personnel assignments should address, as a minimum, overall incident management (Incident Commander), management of site safety (Safety Officer), agency/stakeholder coordination (Liaison Officer), management of response operations (Operations Section Chief), situation/resource tracking (Planning Section Chief), and equipment and personnel ordering (Logistics Section Chief).

6. The exercise will briefly pause during the late morning/early afternoon hours for lunch.

7. A “formal” Incident Briefing will convene at the conclusion of the exercise.

9. A debrief/hot wash session will be held immediately following tabletop exercise play.  Players will be divided into work groups, consistent with the various ICS positions/functions, and asked to formulate opinions of the exercise, as well as identify strengths and any noted deficiencies.

10. The exercise will adjourn by 3:00 pm MDT on Wednesday afternoon.

11. The tabletop exercise portion of the exercise will be complemented by an Equipment Deployment Drill on Lost Creek Reservoir on Thursday, August 8th.
