LOGISTICS SECTION CHIEF (LSC)

The Logistics Section Chief (LSC) is responsible for providing facilities, services, personnel, and materials in support of the incident.

(1) Review Common Responsibilities.

(2) Plan organization of the Logistics Section.

(3) Assign work locations and preliminary work tasks to Section personnel.

(4) Notify the Resources Unit (RESL) of Logistics Section units activated, including the names and locations of assigned personnel.

(5) Ensure Incident Radio Communications Plan (ICS-205) and Communications List (ICS-205a) are developed and submitted.

(6) Assemble and brief Unit Leaders.

(7) Participate in Incident Action Plan (IAP) preparation.

(8) Identify service and support requirements for planned and expected operations.

(9) Provide input to and review Communications Plan (ICS-205), Incident Traffic Plan, and Vessel Routing Plan.

(10) Procure and track requests for additional resources, using Resources Request (ICS-213-RR) and Purchase Orders (POs).

(11) Review the Incident Action Plan (IAP) and estimate Section needs for the next operational period.

(12) Provide input to the Incident Demobilization Plan, as required by the Planning Section.

(13) Recommend the release of resources in conformance with the Incident Demobilization Plan.


SUPPLY UNIT LEADER (SUPL)

The Supply Unit Leader (SUPL) orders, receives, and distributes all incident-related equipment, personnel, and supplies in support of the incident.

(1) Review Common Responsibilities.

(2) Obtain a briefing from the Logistics Section Chief (LSC).

(3) Participate in Logistics Section planning activities.

(4) Determine the type and amount of equipment and supplies enroute.

(5) Arrange for the receipt of ordered equipment and supplies.

(6) Review Incident Action Plan (IAP) for information on operation of the Supply Unit.

(7) Develop and implement safety and security requirements.

(8) Order, receive, distribute, and store supplies and equipment. Coordinate contracts and resource orders with the Finance Section.

(9) Receive (and respond to) requests for personnel, supplies, and equipment.

(10) Maintain inventory of supplies and equipment.

(11) Coordinate service of reusable equipment.

(12) Submit reports to the Logistics Section Chief (LSC).


FACILITIES UNIT LEADER (FACL)

The Facilities Unit Leader (FACL) sets up, maintains, and demobilizes all facilities, and provides facility maintenance and security services in support of incident operations.

(1) Review Common Responsibilities.

(2) Obtain a briefing from the Logistics Section Chief (LSC).

(3) Participate in Logistics Section planning activities.

(4) Assess requirements for each facility to be established.

(5) Determine requirements for the Incident Command Post (ICP).

(6) Prepare and distribute layouts of incident facilities.

(7) Activate incident facilities.

(8) Obtain personnel to operate facilities.

(9) Provide sleeping facilities.

(10) Provide facility maintenance services, e.g., sanitation, lighting, etc.

(11) Demobilize incident facilities.

(12) Maintain records.

(13) Submit reports to the Logistics Section Chief (LSC).


SECURITY MANAGER (SECM)

The Security Manager (SECM) is responsible for providing safeguards to protect personnel and property from loss or damage.

(1) Review Common Responsibilities.

(2) Obtain a briefing from the Logistics Section Chief (LSC).

(3) Participate in Logistics Section planning activities.

(4) Establish contacts with local law enforcement agencies, as required.

(5) Contact Agency Representatives (AREPs) to discuss any special custodial requirements which may affect operations.

(6) Request required personnel support to accomplish work assignments.

(7) Initiate Equipment Check-in List (ICS-211e) and Personnel Check-in List (ICS-211p), as appropriate.

(8) Ensure support personnel are qualified to manage security issues.

(9) Develop a Security Plan for incident facilities.

(10) Adjust Security Plan for personnel and equipment changes and releases.

(11) Coordinate security activities with appropriate incident personnel.

(12) Provide safeguards to protect personnel and property from loss or damage.

(13) Document all complaints and suspicious occurrences.

(14) Submit reports to the Logistics Section Chief (LSC).


GROUND/VESSEL SUPPORT UNIT LEADER (GSUL/VSUL)

The Ground/Vessel Support Unit Leader (GSUL/VSUL) is responsible for the maintenance, service, and fueling of ground and waterborne transportation assets and coordinating implementation of the Incident Traffic Plan and Vessel Routing Plan.

(1) Review Common Responsibilities.

(2) Obtain a briefing from the Logistics Section Chief (LSC).

(3) Participate in Logistics Section planning activities.

(4) Coordinate development of the Incident Traffic Plan, in coordination with the Planning Section.

(5) Support out-of-service resources.

(6) Notify the Resources Unit (RESL) of all status changes on support, transportation, and waterborne resources.

(7) Maintain inventory of support/transportation vehicles and marine vessels (ICS-218).

(8) Coordinate transportation services.

(9) Maintain usage information on rented equipment.

(10) Arrange for fueling, maintenance, and repair of resources.

(11) Coordinate incident road maintenance.

(12) Submit reports to the Logistics Section Chief (LSC).


FOOD UNIT LEADER (FDUL)

The Food Unit Leader (FDUL) determines food and water requirements, plans menus, orders food, provides cooking facilities, cooks, serves, and maintains food service areas, and manages food safety and security concerns.

(1) Review Common Responsibilities.

(2) Obtain a briefing from the Logistics Section Chief (LSC).

(3) Participate in Logistics Section planning activities.

(4) Obtain information on the locations of work assignments, along with the number and location of personnel to be fed.

(5) Determine method of feeding to best fit each situation.

(6) Obtain necessary equipment and supplies to operate food service facilities.

(7) Set up Food Unit equipment.

(8) Prepare menus to ensure incident personnel receive well-balanced meals.

(9) Make sufficient potable water available to meet incident needs.

(10) Adopt the appropriate health and safety measures.

(11) Supervise cooks and other Food Unit personnel.

(12) Keep inventory of food on-hand and receive food orders.

(13) Provide the Supply Unit with food supply orders.

(14) Submit reports to the Logistics Section Chief (LSC).


COMMUNICATIONS UNIT LEADER (COML)

The Communications Unit Leader (COML) plans effective communications and acquires, sets up, maintains, and accounts for communications equipment.

(1) Review Common Responsibilities.

(2) Obtain a briefing from the Logistics Section Chief (LSC).

(3) Participate in Logistics Section planning activities.

(4) Advise on communications capabilities/limitations.

(5) Prepare and implement Incident Radio Communications Plan (ICS-205) and Communications List (ICS-205a).

(6) Establish an Incident Communications Center (ICC) and Message Center.

(7) Install telephone and public address (PA) systems.

(8) Set up appropriate communications distribution/maintenance locations.

(9) Install, test, and repair communications systems.

(10) Implement an equipment accountability system. Maintain records of all communications equipment.

(11) Distribute personal portable radio equipment from cache.

(12) Provide technical information on: (a) adequacy of communications systems currently in operation, (b) geographic limitations on communications systems, (c) equipment capabilities, (d) amount and types of equipment available, and (e) anticipated problems in the use of communications equipment.

(13) Recover equipment from relieved/released/demobilized units.

(14) Submit reports to the Logistics Section Chief (LSC).


MEDICAL UNIT LEADER (MEDL)

The Medical Unit Leader (MEDL) provides effective and efficient medical services to incident personnel.

(1) Review Common Responsibilities.

(2) Obtain a briefing from the Logistics Section Chief (LSC).

(3) Participate in Logistics Section planning activities.

(4) Determine level of emergency medical activities to be performed.

(5) Prepare Medical Plan (ICS-206).

(6) Develop procedures in support of a major medical emergency.

(7) Declare a major medical emergency, as appropriate.

(8) Support requests for medical aid.

(9) Arrange for medical transportation.

(10) Acquire medical supplies per demands of the incident.

(11) Prepare and submit medical reports, as directed.
